I heard that I need to be 25 if I really want to pay the regular price. But isn’t there anyone who lets u rent a car under 25 yrs. ?
Generally you do need to be 25, but NY is different. In NY, the rental companies are required to rent to you if you are at least 18. You’ll be assessed an extra insurance fee when you rent in NY if you’re under 25. The surcharge varies from company to company so shop around for the best overall deal.
If you’re going to the city, you may want to think twice about renting a car though. Rates are very high and parking charges will crucify you. I’ve paid over $25.00 for a few hours in Lower Manhattan, and over $50.00 a day in Midtown. The subway is MUCH safer than it used to be and even taking taxis will usually cost less than a rental car.

Many places have an age requirement of 25, but many places do not. Google various car rental companies and then check the website (or call customer service) to find out what their age requirements are.
Have fun!

If you’re visiting the city. You don’t need a car. In fact you WILL pay more for parking than the actual rental. Use the train, subway, or bus. For a little more $$ or for short trips grab a taxi. Just so you know, to park a car to go to dinner, figure on about $25 on the extreme cheap end, $35-$40 is more the norm to park the car. Parking is scarce and a car is just a PITA in the city.
