Most companies have an at least 21 or even at least 25 restriction and at least 2 years a driving license, but not all companies have the same restrictions. There might be restrictions for the countries you are allowed to go, but I guess that Czech republic in general is not on the list anymore, but do check before you commit to rent from a certain company. It will indeed be a long and expensive travel.
